Sr. Program Manager

Job Purpose: Reporting to the Chief Operating Officer this role has overall responsibility for managing all CFOC projects and for leading the project management team to deliver all projects. The Program Manager will manage resources, schedules, financials and adhere to stage gate quality and SDLC control guidelines throughout the full systems development life cycle. This also includes management of issues, risks and project change requests to ensure successful and on-time project delivery. Contribute to process improvement initiatives as it relates to improving project delivery.

The Program Manager has the authority to run the project on a day-to-day basis, verify that the project produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in each project charter signed off by CFOC’s Board.

Responsibilities:

  • Overall:
    • Manage a portfolio of, largely, civil construction projects which are primarily linear;
    • Full project life cycle ownership: from development and sign-off of a project charter through successful deployment and completion of multiple concurrent project activities;
    • Manage all aspects of the project portfolio to ensure the overall program is aligned to and directly supports the achievement of the overall business plan through the fulfillment of each individual project charter including planning, external vendor relationships, communications, resources, budget, change, risks and issues;
    • Monitor, track and control outcomes to resolve issues, conflicts, dependencies, critical path, project scope and scope changes;
    • Prepare estimates and detailed project plans for all phases of the project in support of the development of the project charter; and
    • Manage project and program issues and risks to mitigate impact to baseline.
  • Team:
    • Provide leadership for the project office by building and motivating team members to meet project goals, adhering to their responsibilities and delivering against project milestones;
    • Set and continually manage project and program expectations while delegating and managing deliverable with team members and stakeholders while delegating tasks and responsibilities to appropriate personnel;
    • Manage day-to-day project activities and resources and chair PMO team meetings;
    • Coach, mentor, motivate, and supervise PMO; and
    • Complete performance reviews.
  • Process & Practice
    • Participate in establishing practices, templates, policies, tools and partnerships to expand and mature organizational capabilities;
    • Participate in and/or drive feasibility studies, vendor selections and proposals for evaluation by appropriate key stakeholders; and
    • Manage ongoing quality control and participate in quality issue resolution.
  • Stakeholders
    • Work with internal team and external partners to ensure adequate resources are available to achieve project objectives in planned timeframes;
    • Assist in dispute, negotiation, arbitration or litigation, as needed; and
    • Define the Statement of Work and Specifications for any externally sourced goods and services.
  • Reporting
    • Provide status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating across leadership including the executive team and Board report preparation;
    • Report on program and individual project statuses; and
    • Ensure that projects and programs are proceeding according to scope, schedule, budget and quality standards.
  • Other duties as assigned.

Qualifications:

  • Licenses or certifications can include PMP, PMI, ITIL, ISO and others;
  • Strong functional acumen and analytics;
  • Proven success in providing on site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones;
  • Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations;
  • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence;
  • Self-motivated, decisive, and creative with the ability to adapt to change and competing demands;
  • Experience negotiating vendor contracts;
  • Experience drafting and submitting budget proposals and recommending subsequent budget changes where necessary;
  • Experience in successfully leading projects and programs to on-time, on-schedule and within budget close;
  • Experience influencing and gaining buy-in from executives, sponsors, team members, stakeholders and peers;
  • Experience working independently, with your team, and with internal and external stakeholders; and
  • Must be able to learn, understand and apply new technologies.
